Lakehurst Labor/Management Meeting Minutes
On Friday September 5, 2008 a labor/management meeting took place at the Lakehurst Post Office between the representatives of NALC Branch 2128 Toms River and the management staff of the Lakehurst Post Office.
The meeting was scheduled to start at 11:00 am
Those in attendance:

The meeting began at 11:18 am.
Some of the items discussed and/or agreed upon were as follows:
- Minor Adjustments – We are back on board and will be included in the first
phase of adjustments. The maps were completed. Joe asked if the reversion of
City Route 10 was agreeable by all. All agreed.
2. Union “In and Out” Box for Intra-Office Station Run to Toms River
There will be a central location designated for the intra-city run so that the NAL:C
envelopes can be picked up by those employees going to Toms River. Management
will instruct the drivers to pick up the envelopes and hand them to President
Palmerson, leave it on his desk, or give them to a supervisor.
3. Maintenance Delivering Express Mail; Bringing out Pivots; Carriers Available
There has been an issue regarding clerks and custodians delivering Express Mail to
our customers. After we re-stated the rules governing the transporting and delivery
of Express Mail, the parties agreed to utilize letter carriers that are available first,
then resort to other crafts as needed. Use of other crafts should be for the out-of-the-
ordinary circumstances as opposed to the normal.
4. Lunch Break – Ordered and occurred.
5. Union/Grievance Time for Shop Steward Rob Fash – Rob Fash will be given
Union /grievance time within a reasonable period of time. We will use the “if not
today, then tomorrow (is scheduled to work)” rule of thumb to go by.
- Leisure Village West – CBU Locks – Mitch said that a work order is needed and
will be put into maintenance first. If it can’t be done by maintenance, Mitch will go
elsewhere to get it done.
- Change of Schedules – Earlier Start Times – Change of schedules should be of a
temporary nature for an employees personal convenience. The parties re-stated the
rules governing revised schedules. All were in agreement to what was re-stated.
There have been no denials and everyone is afforded the opportunity to revise their
schedules. For now, we will leave it at that and inform the carriers that change of
schedules should not be an every day occurrence.
Carriers that are on the Overtime Desired List are not to work overtime while on a
change of schedule. The number of changes, if significant, will be proportionately
factored into the equalization of overtime.
For now, starting times will remain the same.
8. Dispute Resolution Decision – TE - Holiday Schedule - Pecking Order
The union brought up the DRT decision that placed the TE’s in the order where they
saw fit and where the additional list of “Holiday Volunteers” for overtime would fit
in.
The Union stated that the decision the DRT rendered was not for the situation that
was at hand.
After much discussion, Management and the Union agreed to where the placement
of Transitional Employees should be put and where Holiday Volunteers for
Overtime should be placed.
The parties will amend the Local Memorandum of Understanding, as agreed upon,
to reflect this.

- 4) Full-time regulars who volunteer to work on their non-scheduled day
- by seniority for Overtime
- 5) Full-time regulars who volunteer to work on their holiday or day
- designated as a holiday by seniority for Holiday Schedule Premium
- (additional pay)
- 6) Full-time regulars who did not volunteer on what would otherwise be
- their non-scheduled day by inverse seniority
7) Full-time regulars – holiday non-volunteers – by inverse seniority for
Holiday Schedule Premium (additional pay).
- EXFC – Mitch informed all that EXFC will be implemented and fully operational
October 1, 2008 and he will keep the Union and the letter carriers informed as
events occur.
- LMU – Turnback of Annual Leave/Designated Alternates/Holiday Scheduling
- Local management and the union agree that something needs to be put into the Local Memorandum of Understanding (LMU) that addresses when a carrier can turnback annual leave, when a designated alternate can be approved, etc in a holiday situation.
- Mitch felt that the terminology can be worded all in one sentence. Joe said that Mitch may very well be right and that he would forward what he has in the Toms River LMU for the parties to read.
The meeting ended at 12:20 pm.
